Subject: Central Sector Scholarship Scheme of Top Class Education for Scheduled Castes (SCs) Students.

Sir/Madam,

As you are aware, the Government of India has been implementing a number of programs for social and economic development of persons belonging to the Scheduled Castes in the country. As a step forward, this Ministry has formulated a new Central Sector Scholarship Scheme of Top Class Education for Scheduled Caste (SC) students in the country. The primary objective of the scheme is to promote merit amongst the SC students for pursuing studies beyond 12th class in the designated institutes of excellence. The details of the designated institutes of excellence and the scheme is available on our website: www.socialjustice.nic.in .

2. The broad features of the scheme are -

  1. Each of the identified institute has been allocated 10 seats in each discipline like engineering, medicine, management, law, specialized streams etc., except for commercial pilot training for which the number of seats allocated to each institute is 5;
  2. SC students, who secure admission in your institution according to the norms prescribed by you and whose total family income from all sources does not exceed Rs.2.00 lakh per annum, will be eligible for the scholarship to the extent of the number of scholarships allocated to you;
  3. In case the number of students getting admission exceeds the number of awards, then the scholarship under the new scheme will be restricted to the top ones in the inter-se merit list. In case, the institute finds that the number of eligible candidates in the 1st year are less than the number of scholarships allotted to it, the balance scholarships may be offered to students studying in 2nd, 3rd and 4th year, etc. on the basis of inter-se merit of previous year's results giving priority to those with higher number of years left to complete their respective courses i.e., 1st year student is to get priority over the 2nd year student and so on. However, the remaining students from SC category admitted in your institute in different courses shall be eligible for the Post-Matric Scholarship (PMS) already in operation, provided such students are otherwise eligible;
  4. The scholarship would cover the following components of expenditure -
