Minutes of the meeting of the Screening Committee held on 30-31.8.2010 to consider the fresh project proposals under the Scheme of the Integrated Programme for Older Persons (IPOP)

The meeting of the Screening Committee to consider fresh proposals under the Scheme of the Integrated Programme for Older Persons (IPOP) was held as per the schedule on 30-31, August 2010. The meeting was held under the Chairmanship of Smt. Purnima Singh, Joint Secretary (SD), Ministry of Social Justice & Empowerment in Room No. 613, Shastri Bhawan, New Delhi. Shri M.M. Sabharwal, Smt Shanthi Ranganathan and Smt Reena Garg who are members of the Screening Committee attended the meeting.

2. At the outset, the Committee members were briefed about the revised Scheme of IPOP, which came into effect from 01.04.2008. The Committee was also informed about the budget allocation for 2010-11 under the Scheme, notional allocation fixed for the States/UTs for 2010-11, committed liability for funding existing ongoing proposals and number of new proposals already recommended by the Screening Committee in the previous years. The Committee was also informed that due to inadequate funds available under the Scheme during 2009-10, the last Screening Committee meeting held on 27.10.2009 could consider only new proposals received up to the date of the meeting for the (i) States in which no grant could be given during the last 3 years due to non-receipt of proposal under the Scheme and (ii) States/UTs where notional allocation was not fully utilized due to inadequate/ incomplete proposals.

The Committee was further informed that as per the policy decision contained in the Ministry’s Office Order No.1-31/2006-Cdn., dated 05.09.2008, recommendations of the State GIA committee for new projects remain valid for the financial year following the year in which they were received and recommendations of the Screening Committee within the Ministry remain valid for one year following the year in which they are recommended. However, recommendations of the State/UT Governments along with inspection reports for the current year are required for releasing of grant to any new proposal under the Scheme.

4. Keeping the above in view, the Committee decided to consider fresh proposals duly recommended by the State level Grant-in-aid Committee for the following:

  • all fresh proposals for 2009-10 in case of States whose proposals could not be considered by the Screening Committee in its meeting held on 27.10.2009,
  • fresh proposals for 2009-10 received after 27.10.2010 in case of States at (i) and (ii) at para 2 above, and
  • fresh proposals for the year 2010-11 received up to the date of the Screening Committee meeting.

The Committee further decided to give priority to un-served and under-served districts/areas and to innovative projects in the revised Scheme w.e.f 1.4.2008.
