UPGRADATION OF MERIT OF SC/ST STUDENTS

Scope

SC/ ST Students of India.

Objective

1. Under this scheme 100% central assistance is provided to states/UTs for arranging coaching for SC/ST students studying in class 9th to 12th.
   

   a. Remedial coaching- It aims to remove deficiencies in school subjects.

   b. Special coaching - It aims to prepare students for competitive examinations for entering into professional courses.

2. The main objective of the scheme is to upgrade the merits of SC/ST students by providing with facilities for all round development through education in Residential School.
   

   a. Removing their educational deficiency.

   b. Facilitating their entry into professional courses by upgrading their merit so that they can complete

   c. Admission to higher education courses

   d. Generating self confidence.

Selection of School

1. Each state may use their own discretion in deciding number and location of school on the basis of their illiterate population of SC/ST students. The schools selected under the scheme should have;
   

   a. Facility for all round development

   b. Hostel facility

   c. Good academic result in past three years consistently.

   d. Kendriya Vidyalay with hostel facility.

2. The total number of awards allotted to each state should not be exceeded.
3. School selected will be intimated to M/oSJ by State Govt.

Coverage

1. 1045 students will be covered under the scheme.
2. Coaching should start at 9th level and continue upto 12th for a period of 4 years.
3. Entry point is class 9th however students may be enrolled in class 10th and 11th if shown excellent performance.
4. 10. State Govt. may use their discretion to decide allotment of seats among SC and ST on the basis of illiterate population of their communities.

Nature Of coaching

1. Remedial coaching will be provided in linguistic skills and basic concepts in maths and science.
2. Special coaching for preparing in competitive examination. Syllabus for special coaching will be prepared with the help of experts.
3. Faculty of school selected will be given preference for remedial coaching.
4. 10-12 hrs. a week has to be devoted to the coaching of students.
5. While selecting the student, a target of at least 30% girl student should be kept wherever possible.
6. Target of 3% disabled SC/ST students.

100% central assistance to States and UTs

Package of Rs.15,000 thousand per student per year.

1. Rs. 8000 per student per year as under
   a. Boarding & Lodging charges @ Rs. 500 pm for 10 months
   b. Pocket Money @ Rs. 100 for 10 months
   c. Books and Stationery Rs. 2,000
2. Rs. 7,000 per year per student for honorarium to Principal, Experts and other incidental charges.

In absence of proposal fund earmarked will be lapsed however MSJ&E will have discretion to divert 10% of the funds from one states to other.
