Letter to State Governments regarding National Allocation of funds for the Year 2008-09

This Ministry sanctions Grant-in-aid to NGOs for running projects under the Scheme Integrated Programme for Older persons. This scheme as revised w.e.f. 1.4.2008 has been separately circulated vide this Ministry's letter No.15-40(2)/07-08/AG-II dated 7.5.2008.
2. To make the scheme of assistance to Voluntary Organizations effective, the Ministry has adopted the procedure of notional allocation and guidelines were conveyed to State Governments/UT administrations vide this Ministry's letter No.1-31/2006-Cdn dated 21.3.2007. The notional allocation for each State/UT for the year 2008-09 would be as indicated at Annexure-I.
3. Now, the proposals are required to be considered by your State's Grant-in-aid Committee as envisaged in para 4.3 of the above letter dated 21.3.2007. All the proposals (whether for on going projects or a new project) should be sent alongwith (i) recommendations of the State Grant-in-aid Committee, (ii) Inspection Report, and (iii)other requisite documents (mentioned in Annexure-II) in one lot, within the notional allocation indicated in Annexure-I. While formulating recommendations, the inter-se priority considering the needs of different areas, giving preference to ongoing projects, may be indicated.
4. In case, the notional allocation for your State/UT is not considered adequate to meet expenditure on ongoing projects, then two lists of recommendations may please be prepared and sent to us. The first list, within the notional allocation, should contain the proposals of higher priority, and the remaining may be shown in the other list as per their inter-se priority. Grant to projects in the second list would be considered in case of savings under the scheme in other States/UTs.
5. I shall be grateful if you could take suitable steps to get the on going projects inspected and recommendation of the State Grant-in-aid Committee be sent to this Ministry latest by 30th June, 2008.
