CIRCULAR
Subject: Duration of vocational Training - restrictions regarding
The Scheme to Promote Voluntary Action for Persons with Disabilities and its earlier versions interalia provided for assistance for Vocational Training of the Disabled. The intent and spirit of the provision is to prepare and equip the disabled to acquire basic vocational skills and to build in themselves the confidence to use their acquired skills for moving towards independent living. A period of three years is considered normally a reasonable time for successfully acquiring such skills. It has, however, come to notice during examination of requests from NGOs for recurring grants that the same beneficiaries continue for years at the vocational training centers thereby denying opportunities for fresh trainees to take advantage of the facilities at the VTCs. It has been decided that there shall be a time cap of three years for vocational training for any disabled individual at VTC supported by the Ministry of SJ&E. Besides, the NGO running the vocational training course shall have keep a delcaration in its record signed by the beneficiary or his guardian that the beneficiary has not availed vocational training earlier at any other Institution supported by financial assistance from the Ministry of SJ&E.
