MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 29.12.2009 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE DEENDAYAL DISABLED REHABILITATION SCHEME (DDRS)

A meeting of the Screening Committee was held on 29th December 2009 under the Chairmanship of Dr. Arbind Prasad, Joint Secretary (DD) to consider the proposals of NGOs received through State Governments for setting up new projects under Deendayal Disabled Rehabilitation Scheme (DDRS). Smt. Shakuntala Singh and Shri Girjesh Bahadur Singh, Members of the Committee were also present in the meeting.

2. The Committee was informed that as per the detailed guidelines regarding streamlining the procedure for sanctioning of grant-in-aid issued vide this Ministry's letter No. 1-13/2006-Cdn. Dated 21.03.07, the proposals duly considered and recommended by the State level Grant-in-aid Committee for supporting the voluntary organizations have to be considered. In this connection, notional allocation of fund has already been intimated to all the State Governments within which they are expected to recommend proposals indicating inter se priority.

A copy of the Statement showing State-wise notional allocation was provided to the Committee. 36 proposals from 05 North-Eastern States viz., Arunachal Pradesh (2), Assam (16), Manipur (16), Meghalaya (1) and Tripura (11) as received till 15.12.2009 with recommendations from the State Grant-in-aid Committee were considered. No proposals were received from Sikkim, Mizoram and Nagaland.

4. The Committee considered the proposals in the light of the recommendations of the State Grant-in-Aid Committee and inter-se-priority fixed by them. In view of the fact that budgetary allocation for North-Eastern States is not getting exhausted for want of adequate proposals in most of states, it was decided to adopt a liberal approach towards screening of new proposals, enabling setting up of projects by NGOs in disability sectors. The cases recommended are subject to completion of documents required as per the guidelines. The new project proposals were screened provided they fulfill other requirements of the scheme and subject to submission of deficient documents if any, wherever it is necessary. In Manipur, fresh proposals from districts of Imphal (East & West) and Thoubal were not recommended in light of existence of adequate no. of projects in these districts.

5. State-wise position of proposals received from the North-Eastern States placed before the Committee and those which were recommended by the Committee subject to other conditions and completion of necessary formalities as per the norms of the Scheme and relevant guidelines is as follows:
